The regulations of September 7 were the first devaluation for the history of the Republic of Turkey. It was an important step towards Turkey's accession to the Bretton Woods Agreement and its membership in the IMF. With the 7 September regulations announced in 1946, the value of the Turkish Lira was decreased against foreign currency. Thus, it was thought that imports and exports in Turkey would increase and economic prosperity would be achieved. However, after the regulations were implemented, the cost of living increased. This situation led to serious discussions in the public about the regulations of September 7.
The public debates within the framework of the regulations of September 7 were important in terms of understanding the economic structure of the period. However, these discussions were important examples in the political landscape of the period. Public opinion was divided against the regulations of September 7 ; Supporters of the government argued that the implementation brought prosperity to the country, while the opposition claimed that the regulations of September 7 were announced without the necessary investigations and caused a high cost of living. These allegations were especially used by the Democratic Party as a propaganda material against the RPP. As a matter of fact, the high cost caused by the regulations of September 7 were one of the factors that caused the RPP to lose its power.
The aim of our study is to explain the economic and political situation of the period by examining the regulations of September 7 and the discussions that emerged within the framework of these regulations. In addition to copyright and research works related to the subject, archive documents, official publications and press resources of the period were used.
